We need an IPCA Prevention law now.

1. Maryland ranks #11 in the country.

2. 20 or 30 children a year are abducted from Maryland

3. Multi million dollars in cost to Maryland families

4. Psychological trauma to children and family

5. Bogs down the court

6. Legal system hasn't been given the preparation to rule in the best interest of the child.

7. The United Child Abduction Prevention Act has been signed by 12 states and the District of Columbia.  California and Florida have passed IPCA penalty laws, so there is precedence. California's passed unanimously, but was penalizing instead of preventive.
